Our Client, one of the premier security agencies in the United States, will be implementing a specialized recruiting concept to manage HR programs throughout the United States. Each specialty area will be led by a Recruitment Program Manager. The initial area of concentration will be on recruitment; however, the long term goal is to utilize these RPMs to oversee the full range of HR matters within their assigned specialty area and region. The six major specialty recruitment areas include the following:
Our client competes with intelligence community agencies, the Federal government and private sector companies. A primary goal of our client is to expand its' talent level and re-engineer the workforce, including diverse applicants as well as applicants who possess foreign language fluency. Historically, our client has faced grave challenges in the recruitment of applicants possessing fluency in critical Middle Eastern languages such as Arabic, Urdu, and Farsi. Creating a group of specialty Recruitment Program Managers will further strengthen our client’s national recruitment program. Scope and Responsibilities: Oversee the recruitment programs for their specialty area offices within their region; concentrating on recruiting and addressing the challenges our client faces in hiring a highly skilled, talented and diverse workforce including persons fluent in critical Middle Eastern languages. In the long term, the RPM will manage multifaceted and complex HR programs. Oversee recruitment and HR activity for the specific specialty areas outlined above. RPMs will be located in major metropolitan regions to include: Chicago, Dallas, Los Angeles, Miami, New York, and Washington, DC. There will be approximately 11-13 subordinate recruiters assigned to each RPM and located in areas which will produce maximum results for the specialty recruitment designation. Oversee national recruiting of Security Agents, Intelligence Analysts, Professional Staff, Interns, and Contract Linguists. Lead the regional campaign for the National Recruitment and Marketing program. Develop targeted marketing strategies designed to hire the best qualified individuals, including minorities, women and persons with disabilities. Ensure the high quality and diverse pool of candidates that our client demands are available by continually engaging in a multifaceted marketing initiative to reach both active and passive job seekers. Develop national programs to ensure a pipeline of applicants to fill needed vacancies throughout the agency. Serve as the primary expert providing employment talent management consultant and implementing/managing recruitment programs for the organization. Develop and implement an integrated recruitment and talent management strategy to include sourcing, identification, assessment of, and selection of candidates. RPMs will advise, instruct and train subordinate recruitment personnel on expert recruitment/marketing methodologies, as well as new hire employment workflow and innovative sourcing strategies. Implement processes for recruiting candidates for all levels of opportunities within the organization. Track source pools as well as assess methodologies and selection results. RPMs must possess the ability to understand and learn the client's business model and represent that model to external candidates with the highest standards. RPMs will interact daily with employees and management at all levels in order to solidify relationships and understand customer needs. Coordinate pre-screening interviews at all phases of the recruiting process including on-site, off-site, after hours and phone interviews. Advise and recommend candidates to organization's Management Team in a quantifiable manner. Ensure consistent communication regarding candidate search and status is provided to appropriate business partners. Negotiate and recommend employment offers by partnering with hiring managers, senior management, and HR staffing specialists. Ensure recruitment process is within all Federal, State and Local regulatory and compliance standards. Manage offer process, including reference checks, salary negotiations, offer letter generations and offer responses. Develop a network of candidates for various organizational positions and continually foster/develop appropriate pipelines as well as an ongoing sourcing process. Includes recommendations and participation in recruiting functions sourcing members of professional associations as needed. RPMS will assist with and conduct new hire on-boarding programs and processes. Develop a process to ensure communication with applicants are attained throughout all facets of the recruitment and hiring process. RPMs will also follow-up with new hires to determine overall job satisfaction and survey hiring mangers regarding the performance and quality of the new hires. RPMs will report information appropriately to management officials. EXPERIENCE REQUIRED: Our client seeks individuals for employment who possess a mastery knowledge of HR program analysis with specialized knowledge and skill in the areas of promoting opportunity to hard to reach cultures, recruitment and placement, position classification and management, retention of employees; resources and financial management; career planning; training and development; policy development, formulation and administrations; risk management; strategic planning, and the like. RPMs must possess assertiveness, a high degree of tenacity, creativity, and high energy. In addition, oral, written communication, and research skills must be of the highest level. RPMs must have experience in public speaking, coaching, training, and motivating staff and/or colleagues, as well as team building. Demonstrated experience and success in recruiting within at least one of the specialty areas listed below:
